This is a theme I downloaded from Skinz.org. It's called Intuition. It's pretty neat. Those things on the bottom can retract or come out into a really tiny compartment-like thing. The quick launch bar is fully customizable, and has two clicks, left and right. Left mouse on one of those icons can open, say, Windows explorer, while the right mouse click on the same icon opens Internet Explorer. Litestep Theme.
